#Maharashtra is transitioning to a "No free grid services" model, as outlined in the structured analysis of the policy. This policy indicates that energy storage will be crucial for the state's energy infrastructure over the next decade. All new projects seeking connectivity from April 1, 2026, will be governed by this policy.

KEY FOCUS AREAS

- Hybrid #Renewable Energy + Storage (#Solar + #Wind + #BESS/PSP)

- Grid modernization and transmission planning

- Consumer choice through Open Access

- Ease of doing business

- Land and infrastructure enablement

- Institutional strengthening (MEDA, MSPGCL)

Consumers using power above 100 KW will be classified as large consumers and can access Renewable Energy (RE) power under the GEOA. A minimum of 50% storage will be mandatory for these projects.

STORAGE POWER CHARGES:

- No transmission charges

- No wheeling charges

- No CSS / electricity duty

NEW #RE PROCUREMENT:

- Storage must equal at least 50% of RE capacity

- Duration: 2 hours (until 2030); 4 hours (post-2030)

- For Open Access and Captive Systems above 100 kW, energy accounting will occur on a 15-minute block basis, with applicable banking charges. Banking will be permitted according to Time of Day (ToD) slots.

FUTURE PPA STRUCTURES:

- Open Access + Storage will create a new market structure

- Hybrid (Solar + Wind + Storage)

- RTC / firm power contracts

- Pure solar Open Access is expected to decline

ROOFTOP SOLAR:

- Net metering is permitted up to 10 KW

- Annual banking is allowed up to 3 KW, with monthly banking for 3 KW - 10 KW

- Net billing will be applicable for rooftop systems from 10-100 KW

- Minimum storage capacity of 50% for systems above 100 KW
